| 270 | City becomes center of a koinon of approx. 20 km² of the Illyrian tribe of the Bylliones, which had been hellenized to a degree and was bilingual. The koinon was a political and organisational system with the ecclesia, of which all free citizens were part, a senate composed of representatives of the tribes and different leaders with executive power (army, education, taxes, guards).
